Can one person collect more than one applications i.e., one in Hyderabad and another in any other Municipality?

When I contacted APRSCL for knowing the cost of my Flat, I was told that APRSCL is paying many fees to other Government departments and Agency, but why? APRSCL is a Government Corporations implementing Govt. Programme. I would like to know what all fees APRSCL is paying.
After making all these payments following all rules and regulations, giving world class specifications and facilities how APRSCL is making Flats / House available at less cost compared to open private market?
